The rest of us call it pork, but for states like Mississippi it's jobs and prosperity. It's why everyone says congress sucks, but THEIR congressman is a great guy and a patriot. Everyone's willing to sacrifice, yet no one wants to go first or alone. Of course a line-item veto could be used as a weapon against one party or the other. I'm more in favor of the balanced budget amendment.
