It's only through a balance of power amongst various nations that the arbitrary power of any one nation can be neutralized. That's what the Rosenbergs believed in the 1940s when they gave the atom bomb secrets to Russia and the Cold War confirmed that belief. But, of course, Iran's reactor wouldn't have been an issue except for Israel trying to make trouble.
