But Clinton WASN'T President on 9/11, hadn't been for nine months, had warned Bush (who didn't listen and blew the warning off). Bush cut anti-terrorism funding prior to 9/11. Condi was giving a speech on the danger of the Russia's remaining nukes ON 9/11. The Bushies went to sleep for nine months, then overreacted (out of guilt?) and invaded Iraq.
