Generally speaking, most of the efforts of biotech are in the medical fields where the profit margins on successful products can be huge and you aren't dealing with commodity products, but with low volume, high value items. The applicability of biotech to not just agriculture, but also industrial processes and energy production is definitely there. But, these are not the fields that the investment community sees as the most lucrative for the return. In these commodity areas you face huge entrenched systems that don't want to be obsoleted, and much politics to muddy the waters. Seems to me that most of the progress in ag has been almost of the guerilla nature, a pest resistance gene here, a salt resistance gene there....and a supposedly better tomato that costs too much. And then the zealots start going off on you for screwing up the food supply. But, agricultural biotech will just keep on growing and will be huge some day, as will industrial and energy applications. As the tools to do the work become better, cheaper and easier to use, you can bet that the areas of application will continue to widen.
