I will opt for collaborative over extortive every time. I don't know that the ends justify the means if you use extortion. I also think it's important to differentiate between programs and pork. Programs can be positive. Pork never is. So if you are threatening to cut someone's pork as a way to buy his vote to cut a valuable program, I don't know that you're doing something constructive. Would you really support someone threatening to cut the pork of a member who wouldn't vote against funding the president's secret service protection? I don't think so.
