I don't understand the relevance of the question.

I was trying to find a clearly necessary program to make the point that

one person's program is another's pork to a great extent

is not the case. Amtrak is an iffy program so it's not a good example. I was trying to get you to look at your generalization when it applies to a necessary program.

A program does something that enough people want done that a majority vote for it because they think it's in the national interest. Pork is pure patronage.
