There is no onus on Canada to jump through hoops to "negate" any claims. But yes, Canada could copy U.S. policy. Or the U.S. could comply with the findings of NAFTA and reduce its duty down to 13%. Or the U.S. could copy Canadian policy...

Let the lawyers work it out...
