They each have a population pool of over a billion to draw those "top candidates" from, vs. our 300 million. Yes true, this is the same argument that the Chinese swimming team uses to explain why they they outperform our athletes 2-1 and their women look like a bunch of pumped up steroid users! (they obviously do take steroids) In the case of education the US has one other advantage- we allow the best foreign candidates to immigrate here and many are willing to do so. So it isn't the same as a flat "1 billion" vs. "300 million" argument. Valid point though
