We have limited power and can't militarily police the world by ourselves. Bush did identify Iran and North Korea as parts of the axis of evil and his administration is working diplomatically to isolate them. The Bush administration has been trying diplomatically to get the UN to do something constructive about Sudan but has been unsuccessful because of Europe's and China's protection of the Sudan regime.

Throughout history the US has generally targeted the greatest danger to our civilization and worked primarily against that, being willing to tolerate and even ally with immoral regimes if that advanced the main end. A great example is the massive military aid we supplied to Stalin (one of the biggest monsters in world history) during WWII preventing the defeat of the USSR. Was it the right thing to do? Yes. The war with the fascist powers took precedence. Again, during the Cold War we allied ourselves with many tinhorn dictators around the world, not because we loved tinhorn dictators but because the Cold War struggle against the Soviet empire took precedence. Since the fall of Communism, most of the dictatorial regimes that were allies during the Cold War (in the Philippines, S Korea, Latin America, and elsewhere) have gone democratic with our assistance and blessing.
