Still, he did list his reasons for Bush being the worst ever. His reasons were IMO enough to warrant asserting that Bush was an undesirable or poor president. "Worst" requires a comparison with other poor presidents and some criteria for rank ordering them. Worst president ever rather than poor president. Hence, the hyperbole.
