Worst president ever rather than poor president.

If they said he was the third or fourteenth worse president would that mean it was not hyperbole? You seem to be saying that no actual ranking can be done (except by the ghost of Theodore H. White). In every ranking someone has to come out on bottom. It could even be argued that presidents that the ranker were not familiar with, say John Tyler are less-worse than those who are known for error.
