Otherwise only one person could make any such claim because only one is the most authoritative of authorities. Where did you get that notion? Of course there can be lots of experts and they can have differing opinions based on different criteria or differing application of the criteria. Each could be correct according to his model. But you have to go through the exercise before you can make a claim and you have to add the caveat "according to these criteria." I submit that there's no way to determine absolutely who was the worst or the best president. Ergo, anyone asserting so is being intentionally hyperbolic or stupid, as the author submits.
