His reasons were IMO enough to warrant asserting that Bush was an undesirable or poor president. "Worst" requires a comparison with other poor presidents and some criteria for rank ordering them. Worst president ever rather than poor president. Hence, the hyperbole.

Hyperbola by definition is a figure of speech where exaggeration is used for emphasis or effect.

You may differ with the author's POV, but the author did not think his statement was hyperbole or exaggeration. He was quite sincere in his opinion and he thought he made the case for it in support of that statement.

You may not think he made the case, but for you to say that it was hyperbole only reflected your point of view on the subject.

You are like a lot of us who lets your point view color your judgement.
