The SS trust funds have over 3 trillion in special bonds which is included in that national debt figure (we owe the money and we also own the asset). We owe SS 3 trillion right off the bat because it got spent. If we are to believe the 3.7 trillion figure as total outstanding SS liability then you'd have believe that we will only have a shortfall of .7 trillion over the next 35 years of boomer retirements.
