President John F. Kennedy was considered a historian because of his book "Profiles in Courage," so he received periodic requests to rate the presidents

Actually, they probably should have been sending those questionnaires to Ted Sorensen. :)

I personally feel that it is impossible for historians to rank presidents until they have been out of office for some period of time. The passage of time brings some much needed perspective to the task. Both Truman and Eisenhower were ranked rather low until long after they were dead.
