LOL, 7% of Ph.D reciepients in the US in 2003 were from China. And the total number of Chinese students in the US universities is 10% higher than the foreign students from ALL other countries/regions put together.

In 2005, there are 6-8 times more college students majoring engineering in China than in the US.

10 years ago, the number of engineers in the US who had Ph.D degree was 3 times of that in China. And now, China has twice as many engineers who have Ph.D degrees as the US. If throwing in those who have graduated from Europe/US or other countries and then returned to China, the China's number will be even higher.
