I spent many years administering forestry contracts, and we were very careful to ensure that the technical specifications were met. If they weren't we took appropriate action, such as requiring rework, reducing pay, and so forth. If I had been inspecting those levee contracts, I guarantee you they would be built according to spec. I can't imagine a Corps of Engineers inspector doing any less.
