My understanding is that neocons are the statists of the right. I think not, Fundamentally they want to decrease government and increase the relative power of corporations. A strategy to accomplish that goal is to put the government so deeply in debt that it will only be able to pay interest and defense. In the mean time they are more than happy to pass money to their friends to advance the strategy. TP
