My 18 year old nephew lived with me for a while in S. Cal. I offered to let him use my equipment to start a local lawn service when he was having trouble finding a job. I pointed out he could easily do 4 lawns (or as many as he felt like) a day and make $100 tax free. He wouldn't do it because it was a "Mexican" job, he's not a lazy kid. Peer pressure and status is a big factor for teenagers...
