The issue is in fact largely a local issue. The benefits and cost will be for locals. One can make global gloom and doom costs based on some loss of local infrastructure. America however is full of Americans. Alternative will be found quickly if alternatives are required.

It the locals are corrupt, no matter the intentions, the money will very likely get wasted and do little good.
