One never violates the law of an ounce of prevention is worth a pound of cure. But additional costs will be temporary and reduced by investment as it makes sense.

And if the cost pain is high, waivers are given to reduce the cost.

That 14 billion you spoke of, let me call it the 50 year plan of the educated. It's not clear to me that as in any plans, a Katrina like event does not make obsolete many of the assumption that are the foundation of the plan.

But I do know when I hear someone saying some politician nixed the plan, I am very likely listening to a political agenda and not informed analysis.
