You can consider Pawn Shops to be banks for people who can't get credit at the other banks.

One thing that surprised me was the vast number of skilled workers that used the Pawn Shops. They had various tools, and power tools, and equipment which would likely be stolen out of their house in those neighborhoods. They pawned it all for just a few bucks loan, but then the pawn shop kept it locked and bonded in the back. When they got a job for which they needed that tool, they redeemed it. The rest of the time they just paid the interest on the loans, which was less money and more secure than a storage locker.
