A good point.

The problem is that the Coast 2050 plan is a well-integrated comprehensive plan that requires staged implementation. Since it has not been adopted by the feds, i.e., formally and permanently funded, the risk exists that only a part of it will be done. If so, we're better off spending the money on levees even though they are a short term and ultimately more expensive solution.
