Coverup. If you follow the story, you can probably guess what really happened.

1) the guy was agitated (off his meds) and wanted to get off the plane.

2) his wife was trying to stop him, and was shouting he was off his meds (all witnesses verify this).

3) the guy got off the plane followed by the two Marshalls.

4) they ordered him to put down his backpack. He ignored them.

5) they thought he was reaching into his backpack, so they shot him - a judgment call.

6) the Marshalls embellished the story claiming he said he had a bomb. Almost guaranteed that never happened.

If the Marshalls had told the truth, they might have been 2nd guessed. So they embellished the story, but all the eyewitnesses said it wasn't true. So now they change their story.
