By that I meant they screwed up and then lied about the circumstances. They can't argue they had to make a snap decision about a clear danger.

And I answered the question, I don't know. The system needs to be overhauled, if for no other reason they aren't really providing any better security than they were prior to 9/11. And when they do overhaul the system, and I see no signs that is in the works, they need to work out procedures for this situation and how to deal with your sister. But that would take looking at the system end to end, instead of slapping on band aids.
