Look at it this way.

Put free speech on a scale. Put complete free speech at 0 %. This is where you can say anything include shouting "fire" into a crowded room where there is no fire.

Put speak only when the ruler say you can speak and only approved messages can come out of your mouth as in North Korea on a scale at 100%.

Put criminalizing cross burning at 17%.

Put criminalizing flag burning at 17.5%

Put criminalizing burning your draft card at 68%

Put criminalizing bra burning at 92%

Does that make any sense?
