I am not as sanguine about the availability of competent people as you are. From what I have seen of organizations, almost all of them are seriously screwed up- whether the organization is a large private company, or a large government entity. Since whatever we do, we can expect major screw ups, I'd rather we do things to people who are more able to weather screw ups, than do things that will affect people living on the edge. Unintended consequences abound, of course, but at least if you aim in the right direction you may not hit the most vulnerable quite as often.
