Here's an idea.

If the foreign citizen parents of a child take the leap and become citizens themselves, then any child born to them in the United States is automatically given citizenship. This is an incentive for folks to join our culture and become citizens, and it doesn't reward the illegal behavior of people who come here to give birth to "placeholder" kids.
