Since there are people in Iraq who need money badly- the insurgents need to fund their activities somehow- what better way to get funding than drugs? I'm sure it doesn't hurt matters that unemployment is extremely high- and the drug money probably comes in handy for Iraqis who are not interested in the insurgency, but who are interested in eating.
