You've decided to overlook the fact that the administration was remarkably inactive until very recently, long after the WHO got religion, in starting to make preparations for a possible pandemic.

I said nothing about my views on the aluminum pipe caper; they're probably similar to yours. The subject was whether the administration was jumping up and down screaming about the imminence of a flu pandemic. It wasn't. It may have been too busy spinning fantasies in other areas, but that's another issue.
