Under Witt, the agency was a lot more responsive than it was before or after. Before Witt, FEMA was considered to be the Republican dream, a good parking place for fund raisers. Post Witt, the same. During Witt's tenure, FEMA approached what it was supposed to be on paper. You are the moron who claimed that FEMA has never been a model agency. Under Witt, it was. You may choose to ignore the reality, but there it is. You are wrong, you made yet another blanket statement that was proveable wrong. Not that it impinges or your lack of reality. BTW, are you believer in the Austrian school of Economics? I recently ran across a true believer of that. He reminded me of you.
