Cheney is a total liar. No Al Qaida-Saddam connection whatsoever. Not only no evidence, but the only testimonies Cheney used when he told these lies to the public in 2002-2003 were already discredited sources and tall tales which he knew to be false. He just flat-out lied.

Arab scholars will tell you the truth though, that the Islamic extremists like Al Qaida wanted Saddam out, to be replaced by a Taliban type government. Conversely, Saddam feared Al Qaida. Saddam killed thousands of Islamic extremists over the years, as well as fighting the bloody war against the Islamic government in Iran.

In around 2002, Saddam started sending checks to Palestinian bombers families, but that was a PR move to curry favor with the Islamics and try to get them to join him in a defense against Bush. Of course Bush's Saudi friends had been sending checks to Palestinian bombers families for many years, but Saudi is considered an ally (not) so hands off them.
