New Orleans is place run by predominantly black politicians, It was hit by a natural disaster and all kinds of black racist victimization claims came out implying the bigotry of white America. That story was in large part authored by New Orleans officials. It made America look ugly to the world. It turn out now that the body count is in. A large dispropotionate number of white died and not blacks. Just further making the obscene conduct of locals officials more awful. THe locals who make up the COE may have made some errors. And against what local stupidity and corruption did they manage to create any good. But if you represent the locals and you attitude is the COE screwed the pooch. The human political reality is you will get from the COE by 2050 when they will have a plan to fix things. It takes leadership to create solutions. It takes blamers to create problems. America I think is now disgusted with New Orleans. The poor are moved out. That may be very wrong, but that is the human response to crying wolf. Perception is the political reality.
