My daughter has been in the Army and is now in the national guard. The national guard is really state guards. There is tremendous difference in the quality and professionalism of each state guard. The difference is in the politics and people of that state. The COE is impacted along similar lines. The officers of the guard far more political appointments than the active military. That's just normal social human behavior. When one tars the COE, one tars an awful lot of really good people for certain. One may be justly taring a few bad.
