No the fact is you are using a generic and that makes it a generic tar. The problem is New Orleans folks have been vocal with unjust generic tars.

I simply reject completely any argument somehow blaming the President for anything New Orleans. It is also not clear to me New Orleans is a big problem in the scheme of things.

The COE is a follower group with many leaders. Legally the President is very very far removed. New Orleans problems are in the fog between civil and military(COE) legality.
