why is there a labor shortage in NO and a large % of the rescue workers from out of town? In otherwords why aren't there more locals willing to help in the clean up?

Some pretty good reasons.

1.- A lot of the folks who are not here are never coming back until some sort of assurance for their safety from hurricanes is in place;

2.- A lot of them resided in rental property which is now destroyed. They're making new lives elsewhere because rents have gone through the roof. If rental property can be found.

3.- The people who are doing the repair work don't bring families with them. Thus, they don't have to worry about schools for their children. Only private schools are open, and very few people can afford the $12k tuitions they charge.

4.- The ones doing the repair work stay in hotels or other transient places because they are here to make a buck only, not to make a home.
