As World War 1 was getting underway in 1914, the German foreign minister loudly denounced the neutrality treaty it had signed with Belgium as a "scrap of paper" while the German army was getting ready to invade that nation en route to France. And Allied propaganda made the most of this reckless assertion.

Something to think about in view of Bush's denunciation of the Constitution in almost identical language.
