the Cold War, which, again, was the neo-con focus I don' think you are correct to assume the neocons have/had one focus. Their think tanks have a variety of departments each with a different area of specialty. Spending to counter the Soviets, or spending to counter Iraq all has as it's primary result, massive debt. The public reasons for the debt are not the same as the strategic reasons. TP
