They count how many times they quote right wing think tanks vs left wing think tanks. Then they compare that to how many times the "average" member of congress quotes right wing vs left wing think tanks. So first of all their defined notion of "center" is skewed to the right because there are more republican members of congress than democrats right now. Secondly, what about all the points made that don't reference any think tank? They do in fact count but not using this methodology.
