C2, My point is you are ready to convict the COE folks on very preliminary data. This is kind of like the canibalism on day 3 of Katrina or the Coast Guard choppers that were shot up -in my opinion all based on heresay and rumor. COE may ultimately be responsible in part or total - but we are jumping to premature conclusions in this discussion. How quickly did money get to NY? How long has it been since the WTC was rebuilt? :-) Perspective is needed. John
