I saw a kid on TV from Boca Raton about a year ago that was promoting this. He was chipped himself.

I suppose it has some value but the civil rights groups will tear it apart. I think if the Government would have upheld the laws already on the books and changed a few others we wouldn't be to the point of needing a chip.
