If you are an opponent of big government it doesn't make sense to create such a program. Yet another exception to explain. I would explain it as a giveaway to the drug companies. Maybe there was a point to the article which indicated that Grover Norquist was shunned for his muslim connections and that his small government message is not getting the consideration it once did.
