Category strength is based on wind speed alone.

Since Katrina was a cat 5 just before landfall, the storm surge was still cat 5 intensity. It takes a day or two for the storm surge to drop in line with wind speed.

That is why Katrina's storm surge was so devastating particularly to Mississippi. If I remember right the storm surge was about 25 feet.

Katrina was incredibly devastating. New Orleans is only 1/3 of the story (but most of the deaths since so many decided to wait out the storm at home).
