New York after 9/11 came out ok because the area that was hurt was the financial district. People with clout, people who can pull strings and make things happen. Rudy Giuliani, for one.

More people died in New York but far more people suffered in NO. All the buildings damaged and destroyed in New York were insured.

The damage to New York was concentrated in a small area. About the only suffering occurred (outside those that died) when many had to walk home that night. Guiliani got a lot of Good press and he should because he didn't screw up.

The job in NO was much tougher. I don't know what anyone could have done more on the local level. The rescue operation for the damage done by Katrina was okay. Not great, but okay. You can't blame the levee failure on local government.

I will bet dollars to donuts, Bush will renege on his pledge to rebuild NO "whatever it takes". There will be money spent on rebuilding NO but that will only benefit the big engineering firms from Texas.

Most poor people will not return to NO. There will be a rebuilt NO, but it will a Disney type NO downtown. Wanna bet?
