Forget the rating. Visualize the physics of the storm. New Orleans was west of the eye. The winds were going off shore as the eye made land fall. Thus the storm surge would be far far less. It's a storm driven on shore surge that is really deepest and destructive. This occurs more on the east of the eye part of the storm.
