They do. The cruise co. says it was an accident at sea. Apparently the missing person fell overboard during the night. The relatives are told to split the insurance money and keep your mouth shut if you want to see them again; maybe pay the entire insurance payout if you want the "missing" person back alive. Contact your congressional reps and demand action on the investigation trying to get started.
