I disagree that the problem was lack of foresight.

After 9/11, FEMA identified a California earthquake, a terrorist attack on NYC, and a flooding of NO by a hurricane the likely catastrophic events facing the nation. Its work and the rules and regulations concerning post-catastrophe work should have been geared to anticipating recovery from these specifically identified matters.

The foresight was clearly there, the planning not to mention the execution was not.

NO is the nation's guinea pig. The response to NO will serve as a model on what not to do in the event of a terror attack and/or a California earthquake.

Foresight was clearly not the problem. The bureaucracy failed up and down the ladder despite having identified the problem before it happened.
