Even in Texas its a state and local effort. Bush just has many people who were or are prominent in local or state level Texas politics as friends and/or advisors. Its not something that Bush is leading, or even involved in to any great extent. Besides Texas is only one state, even if Bush was personally leading the effort there or telling other people to do so you would still have the other 49 states. Its simply not a national level issue. And as I pointed out even in most of the local situations there hasn't been an actual tax cut. Tim
