Smart - meaning controlled by the collective.

Let me make two points about that.

The first is a reminder of what started this discussion. It was a column from George will asserting that environmentalism was but a beard for collectivism. That's a wacky assertion. Arguing against a wacky assertion does imply that no relationship exists. Or course environmentalism and collectivism complement themselves to some extent.

The second is about anarchy. Libertarians are often thought to be anarchists. Maybe a few are, but I doubt it. We need some laws to protect us from outsiders and insiders who would do harm to person or property. Likewise, industry needs some regulation so that we can be protected against those who would harm us. Dumping arsenic or mercury into water used for drinking is as much an assault as a smack from a tire iron or the bomb of a terrorist. I trust that you are not an anarchist so you understand that some protection from industrialists run amok is a good thing and far from the dreaded collectivism.

Once we've established that, we are left to determine what "smart" means in that context. "Smart" does not reasonably mean the unfettered dumping of mercury.
