I am facing a motion for summary judgment in federal court tomorrow (well, I hit them back with a cross-motion for partial summary judgment) so afterwards hope to spend some time in their law library looking at cases on flood act immunity. I don't get into federal court much -- the EDVA in Alexandria is called the Rocket Docket, although the magistrate judges aren't as tough.

How are the law libraries in New Orleans? Is Tulane's open yet? How about the one in the Louisiana Supreme Court?

I wonder if Oliver Houck would be a good resource. He's the head of the Tulane Environmental Law department. I am told by people who know him that he did not evacuate pre-Katrina, which seems odd since he was one of the ones who preached the gospel of the soup bowl to deaf ears.

He was a Justice Department prosecutor for years.
